Bellevue Club 2010 Basketball League Rules & Regulations

1. Leagues: Fall: Members Draft League, ages 16 and up, 4 on 4 cross-court. Winter: Member/Guest Masters (40 and up), 4 on 4 cross-court league AND Member/Guest Open (ages 16 and up) 5 on 5 full court. Spring: Members Draft League, ages 16 and up, 4 on 4 cross-court AND Member/Guest Open (ages 16 and up) 5 on 5 full court.
2. Schedule: All games will be played Wednesday or Thursday evenings beginning between 6 and 9 PM. Each game will start on time or after a 5-minute warm-up/grace period. The regular season will be 7-9 weeks and will be followed by post-season playoffs, to be outlined by the season’s end. Rosters are final after the second week of the season.
3. League Rules: NCAA Men’s Basketball rules shall be used by officials unless otherwise provided herein. Game officials will be provided with the summaries of BC rules, which differ from college rules.
4. Player Discipline:
(a) Officials: All discipline of players during the course of a league game rests solely with those officiating the game.  A determination by the official is conclusive and not subject to appeal, except where the interpretation of applicable rules is questioned.  Any matters pertaining to the assessment of technical fouls or ejection from the game are matters within the officials’ discretion and not subject to appeal.  Questions, disputes or explanations, with respect to an official’s call are to be handled by team captains only.
(b) Technical Fouls: A technical foul results in two points to the opposing team and the ball out of bounds. Technical fouls do count as personal fouls.  Any player receiving two (2) technical fouls or flagrant fouls will be ejected from the game.  Any player ejected from the game for any reason will automatically sit out his next scheduled game.  All players will be required to pay $25 for each of the technical and/or flagrant foul charged to them.  This payment will be billed to the players account at the end of the season.  Team technicals will be charged to the team’s captain.  Guest’s technical fouls will be billed to the sponsoring member.
(c) Suspension:Any player who is ejected in two (2) games in a season shall automatically be suspended for the duration of league play, as well as league playoff games, unless the Recreation Director feels there are extenuating circumstances and recommends a lesser penalty for approval by all captains.  A player suspended for the season shall also forfeit his right to participate in any post-season play or in regional or national play as a representative of the Bellevue Club.  Suspension may continue into the following season depending on the severity of the offense, which led to the suspension.
5.

Personal/Team Fouls: Any player committing six (6) personal fouls in a league game will be removed from the game; technical fouls do count as personal fouls.  Shoot one and one on the seventh team foul of each half, and shoot two for 10-team fouls.

6. Forfeits:A forfeit will occur if a team does not have at least three (4 on 4) or four (5 on 5) players from their roster ready to play within 5 minutes of the scheduled game time.  If the forth/fifth player is not prepared to play within the first 10 minutes of running time on the game clock, a forfeit will be declared. The referees will officiate any game where there are two full teams ready to play, regardless of whether or not the game is a forfeit.  BOTH consenting captains must inform the scorekeeper before the game begins if the game is to count in the league standings.  Teams who forfeit 3 or more games during the regular season may be excluded from post-season play.  The Recreation and the Athletic Directors will determine team eligibility for post-season play.
7.

Substitutions:During the regular season, teams may to substitute any BC member with the approval of the opposing captain. With such approval, the games will count in league standings.  No subs for play-offs.

8.

Game Clock: All games shall consist of two 20-minute halves.  The clock shall be a free running with the exception of shooting fouls, time-outs or at such other times as the referees or scorekeeper may designate.  During the last two minutes of each half, the clock shall be stopped on all fouls, jump balls, violations, time-outs and such other times as the officials shall designate, except when the point differential is greater than 15 points.  When a point differential is greater than 15 points, there shall be a running clock until the conclusion of the game of the game or if the gap closes to less than 15 points.

In the event of a tied game, three-minute overtime periods shall be played until a winner is determined.  The clock in such overtime shall be operated under the regarding “stop clock” operation.

9. Three Point Play: The three-point play rule is in effect and awards three points for all shots made from positions outside the three-point line.  For a successful three-point field goal, the shooter must be beyond the three-point line when he attempts the shot.  After release of the ball, he may land on the line or in the two-point area.  The official shall notify the scorekeeper to award three points in each such case.  The NCAA Men’s (gray) line is used in all full court games.
10. Time Outs: Each team shall have five one minute time-outs per game, but may take no more than three per half.  If the game goes into overtime, each team shall receive one additional time-out.  Half time will last for three minutes and there will be a one-minute period between overtime periods.
11. Over and Back: Does not apply during cross-court league games.
12. Protests: All protests shall be filed within 4 hours in written form signed by the team captain.
